If you mean for the Welcome Party, then yes. If the hug is sustained for over one minute, the character who initiated the contact can take the ribbon as per Rule 3:

"3. After sustaining contact, you can take one of their ribbons. If you aren't the character who initiated contact, you can't take a ribbon."
